Require authorization to use pam service

Before upgrading the Soffid Console to this version, it will be necessary to grant authorization to use the PAM service "pamSession:create : Create a jump server session". If you upgrade Soffid Console without this step, you will lose permission to use the PAM service.

role:create, role:update and role:delete permissions should have APPLICATIONS domain
